Why Choose the Graduated Licensing Program?
Getting your driver’s licence is a thrilling milestone, a symbol of independence and freedom. Whether you’re a teenager eagerly counting down to sixteen or an adult finally taking the wheel, the process can be both exciting and nerve-wracking.
This blog post will explore the Graduated Licensing Program (GLP) in British Columbia and explain why choosing this path can help new drivers become safer and more confident.
What is the ICBC Graduated Licensing Program?
Now referred to by ICBC as Graduated Licensing or GLP, this program was introduced in 1998 (and updated in 2026) and is a three-stage licensing program designed to help new drivers gain experience gradually under the guidance of a licensed supervisor. These three stages are the learner’s licence, the novice licence, and the full licence, and they allow for improved skill development of new drivers and helps to reduce on-road incidents.

New drivers can obtain their L on or after their 16th birthday. To get a learner’s licence, there is a multiple-choice knowledge test, which ensures everyone understands the rules of the road. It also means you’ve started thinking about safe driving behaviours before you start driving with a supervisor. You’ll also have to pass a vision screening test. If you’re under 19, you’ll need a parent or guardian to provide consent (effective October 19, 2026 the age of consent is reduced to 18 years old). The learner’s stage comes with a variety of restrictions that new drivers will need to adhere to.
Currently and after a minimum of one year in the L stage, you can take the Class 7 road test. Passing this test earns you a green N sign, and some of the learner restrictions are removed while some remain. After at least a year of practice with a qualified supervisor, you can take your Class 7 road test. During the test, your driver examiner will be looking to see that you’re able to demonstrate different driving skills in a safe, smooth and controlled manner. Once you pass the road test, you’ll receive a new, reflective green N sign to replace your red L. It works the same as the L does — it must be displayed on the back of your car while you’re driving. For drivers under 25, two years of safe driving (or 18 months, if you’ve completed an ICBC-approved GLP course) gets you ready to move up to your full Class 5 licence. Until October 19, 2026, that means booking and passing a second road test. After that date, ICBC is replacing the exit test with a driving record assessment — a review of your history behind the wheel rather than a new test to book — so a clean record carries you through to Class 5. Either way, you’ll say goodbye to your L and N signs for good, though new Class 5 drivers will spend one final 12 months with a zero blood-alcohol and drug tolerance before every graduated licensing restriction lifts.
Effective October 19, 2026: If you’re 25 or older, the path gets shorter still once the changes take effect. Starting October 19, 2026, the Learner stage for new drivers in this age group drops to 9 months instead of 12, and the Novice stage to twelve months instead of twenty-four — no GLP course needed to get there. After 12 prohibition free months in the N stage, drivers can apply for a Driving Record Assessment to upgrade to a class 5 licence with restrictions. ICBC’s reasoning is straightforward: drivers who start later in life tend to have lower crash rates than teens and drivers in their early twenties, so the Program gets them to a full Class 5 licence faster.

When you enrol in an ICBC approved Graduated Licensing Program, drivers have the opportunity to receive a 6-month reduction in the Novice stage, from 24 months to 18 months. As long as the program components are completed within one year, and new drivers have met all other requirements (not-at-fault accidents, tickets, or driving prohibitions), this means they’ll be able to upgrade to a Class 5 licence sooner than those who didn’t take the course.
